VioGén, comprehensive monitoring system for cases of male violence against women

Big data system for the comprehensive monitoring of cases of gender-based violence that brings together and coordinates the different public institutions in Spain with competencies in the area of gender-based violence. In this way, the system integrates all the information of interest deemed necessary to be able to assess the existing risk and, depending on the danger involved in each case, the monitoring and protection mechanisms best suited to the needs of each victim are activated.

VioGén provides women victims of male violence with a “Personalized Safety Plan”, with self-protection measures. Likewise, preventive work is carried out by issuing “Automated Notifications” when an incident is detected that could endanger the integrity of the victim.

The aim of all this is to establish a network that allows for better monitoring and protection of the victims, in a rapid, comprehensive and effective manner, whether they are battered women or minors who depend on them.

Genesis

VioGén was created in 2007 in compliance with the provisions of Organic Law 1/2004 “on Comprehensive Protection Measures against Gender Violence”, with the intention of eradicating the structural problem of gender violence. The main utilities of VioGén are:

To bring together the different public institutions that have competences in gender violence.
To integrate all the relevant information considered necessary, thus facilitating its exchange.
To facilitate the assessment of the risk of more violence occurring.
take into account the level of risk, facilitating the follow-up and, if necessary, the protection of victims
assist the victim in developing a “personalized safety plan”, with relevant self-protection measures within their reach
Facilitate preventive work by issuing warnings, alerts and alarms, through an automated notification subsystem, when an incident occurs.

Level of implementation

According to the latest published data (Noviembre de 2021), 665,857 cases are registered in the VioGen system, of which 573 are high risk and 12 are extreme risk. Thousands of specialist professionals from the various institutions integrated into the system access it on a daily basis. The police application part is, for now, the most developed, with the “police assessment of the risk of new violence” being one of the main functionalities of the system.

In 2015, an online questionnaire was carried out for victims of gender-based violence, with 1,128 valid responses, in which 80% of the women said they were very satisfied with the functioning of the system.
