This service promotes the good treatment of elderly people in a situation of fragility and advises professionals who act in situations of abuse.

The SEAP (Specialised Service for the Care of People) bases its task on three lines of work. The first is prevention, through advice and training for professionals working with elderly people and people in situations of fragility. The second is social awareness-raising, thanks to talks, workshops, events and campaigns to promote collective awareness of the need to defend the good treatment of people. This area also includes specific actions aimed at professionals, citizens, adults, children and adolescents, the elderly and people with functional diversity. Finally, intervention, which is based on the coordination of actions with social services and other municipal services in situations of mistreatment of elderly people or people in situations of fragility.

The objectives of the SEAP are based on improving the quality of life of elderly people and people in situations of fragility, guaranteeing the prevention, detection and care of poor treatment and mistreatment through interdisciplinary work and networking with other services in the territory. It also responds to the real needs of the professionals who care for elderly people and people in situations of fragility when situations of poor treatment and/or mistreatment are detected.

It also aims to adapt the transmission of essential social, legal and medical information to the rest of the professionals in order to design a joint plan, to respond to the real situations of poor treatment and/or mistreatment of people in these groups and to guide and advise each situation individually, coordinating public and private resources to facilitate the necessary care.

The Barcelona City Council’s Directorate for Ageing and Cures promoted this project with the coordination of the Department for the Promotion of Older People and the Directorate for Social Innovation, to take an interest in the emotional well-being of people aged 70-84 who were not linked to municipal services in the context of the COVID-19 pandemic and to inform them, when necessary, about existing resources that could improve their emotional state and their social isolation and/or loneliness.

Throughout the entire project, between June 2020 and July 2021, 53,382 people aged 70-84 were called automatically via 227,153 automated calls. Of the people called, 5,433 responded that they did want someone representing the City Council to call them personally on the phone. As a result of this, 7,961 personal calls were made, in which a telephone conversation was held with 4,714 people, filling out a form of 16 diagnostic questions (about loneliness or social isolation, sadness, anxiety, worries, information needs, etc.) to 4,360 people.

Verbio, a conversational technology company, using artificial intelligence and natural language processing, made the automated phone calls. Fundación Avismón, with expertise and sensitivity in the care and support of elderly people, was in charge of making the personal phone calls and providing information and guidance. And the Fundación Salud y Persona attended to 168 people expressing emotional distress, with professional psychologists by telephone (approximately 3 calls per person referred).

Work app for social professionals, which gives them all the information they need to support users: check their history, update their status, record meeting reports, schedule reminders for upcoming events, find documents and contacts useful, etc. It also allows you to inform team members of the situation of a person being cared for. And, in the event of a job replacement, the new professional can quickly get an overview of the ongoing procedures and the next steps to take in relation to each of the users.

In addition, it allows you to follow in real time the number of places available in services, accommodation and activities, and find the people who need them; and automatically analyze data statistics related to the people being cared for and assessing the impact of social intervention.

The ergonomics of the application have been specially worked with social professionals and third sector entities so that the management is very simple and allows the professionals to concentrate on accompanying the people being cared for. Co-design with third sector entities also allows you to provide solutions tailored to the specifics of the sector’s programs and services. And, in addition, the configuration of the system allows to satisfy the specific operational needs of each social entity.

TeknoAdineko, technology and community action against the social isolation of elderly people living alone

TeknoAdineko, technology and community action against the social isolation of elderly people living alone

Agintzari

Intelligent technological platform that allows for the detection and knowledge of situations of solitude and social isolation among the ageing sections of the population, and for effective responses from the community and social services.

TeknoAdineko has developed a Big Data Risk Assessment system, which allows the organization, storage, manipulation, analysis and modelling of large amounts of data from the real world and linked to a spatial reference. It identifies people older than 65 who live alone and catalogues them at different levels of vulnerability or risk based on physical and health indicators, relational, economic, housing, basic resource distance and aid, etc. It feeds on information from the sponsor, the cadastral and municipal social services; as well as information identified by agents of the person’s community network (Beharis), previously trained in social gaze.

The TeknoAdineko smart tool is targeted at three different profiles of people: fragile elderly people who are in a solitude situation that negatively impacts on maintaining their autonomy; community volunteers who, through simple training, participate in identifying situations of vulnerability; and municipal professionals who incorporate new technology tools and exploit the community’s potential for social intervention.

TeknoAdineko is based on knowledge of the strengths and weaknesses of the community networks and key agents of each municipality or territory, and is being implemented experimentally in both urban and rural municipalities of Euskadi. It includes a technological tool that allows the situations of social isolation to be detected; a community activation program and key actors from each territory; and an app that allows connecting to municipal social services.

IntermediaJOB, intelligent job portal with a non-discriminatory algorithm

IntermediaJOB, intelligent job portal with a non-discriminatory algorithm

Intermedia

Image from the Intermedia website.

Digital platform for the selection of professional profiles, especially aimed at people with vulnerabilities, which differs from other portals in the fact that it is able to make an intelligent matching of skills between job offers and candidates, and does not discriminate based on learned patterns.

This is a paradigm shift since, instead of working like other recruitment platforms that only take into account the candidate’s training and work experience as reflected in a CV, IntermediaJOB also values the rest of the learning that the candidate has acquired throughout his life, both in the training and professional and personal fields. This makes the match between the applicant and the company much more reliable than with other portals.

This tool is only possible thanks to innovation, which is why it is awaiting the incorporation of machine learning, a technology that would improve the reliability of the skills match, as well as big data to take advantage of successful experiences, or the use of bots to make technology more accessible to people.

What has already been implemented are the algorithms used by IntermediaJOB. The platform excludes all those better-positioned candidates who have more knowledge than necessary in a workplace, as well as those that value people of one gender more than another, for the simple fact that they follow learned patterns.

Beyond being just a platform where job offers can be posted, it also allows students to find their university internships.

A predictive tool of needs and situations of vulnerability and inequality of the population that, based on Big Data and Artificial Intelligence algorithms, makes it possible to describe the socio-demographic and economic characteristics of families in the territory with the aim of helping municipal social services to better understand current real needs, predict future needs, size the portfolio of services and plan resources.

The tool has been applied for the first time in the neighbourhoods of the municipalities of Sant Feliu de Llobregat, Premià de Mar and Mollet del Vallés, and has enabled a better understanding of the impact of Covid on the most vulnerable population, with the participation of the social services, basic information management and open government teams of these three municipalities.

Momentum Analytics, together with the Asociación Bienestar y Desarrollo ABD, after years of developing the solution and talking to all the actors in the sector – central and regional governments, town councils, provincial councils, county councils, the third sector, foundations, associations, NGOs, energy companies, water companies – have crystallized the project with the implementation in these first three municipalities.

According to the expert Dr. Josep Maria Picas, “we are at the beginning of a project that will be fascinating, based on the information from the data of the social services of the town councils which, together with other community services such as health, will allow our assistance to the population to be unbeatable. We have a great opportunity”.

DPR, a smart tool to facilitate the work of primary care social service professionals

DPR, a smart tool to facilitate the work of primary care social service professionals

Institut Municipal de Serveis Socials de l’Ajuntament de Barcelona (Barcelona City Council Municipal Institute of Social Services)

Picture by Sora Shimazaki on Pexels

Artificial Intelligence tool to support primary care professionals for social services. Analyzes cases and advises the professional workers to respond to the attended people. The primary care worker who serves a visit, after transcribing on the computer his notes about the most important person in the interview, pressing a button obtains in a few seconds from the DPR system (Requires, Problems, Resources in catalan) a recommendation on the response to give or the action to be undertaken.

DPR processes the annotations of the social worker, classifies the problem and the person’s request, and suggests to the professional the answer to give, according to the resources and services the institution can offer or advise. This “intelligent” system allows social professionals to respond more quickly, more safely and objectively to the user, and users to receive a clear diagnosis with high accuracy reliability.

This tool that automatizes the process of typifying the demands received by social service centers has been trained using machine learning techniques from the data of 300,000 interviews conducted by the social services of Barcelona City Council in previous years.

The DPR system is thus a tool of “collective intelligence”, which does not replace the decisions of social professionals, but provides them with guidance based on the collective experience of previous years and leaves the final decision on the response to each case or situation in their hands.

It is a pioneer tool in Spain which, in addition to supporting decision-making and providing guidance to professionals, makes it possible to improve the planning of resources and services of the administration.

WACS, automated and massive call service to vulnerable people

Hampshire County Council, PA Consulting

Picture from sabinevanerp on Pixabay

Service that makes automated calls to vulnerable people who are in their home and cannot attend social and health care centres on a regular basis or cannot receive close attention.

When a person who needs to be cared for is detected, the person receives an automated call with a voice from a real person, who asks him about his welfare state and possible needs. If the user needs to receive home care or if someone makes the purchase, for example, the system passes the call to a professional to specify the response to their demand.

This service used artificial intelligence techniques and was implemented in 2020 in the face of the inability of the Hampshire (England) government to monitor carefully and consistently vulnerable people during the COVID-19 pandemic. Due to the need to quickly contact thousands of people who were isolated in their homes, the PA Consulting company developed this massive, automated contact system to cater for and fuel a large volume of calls.
