An InnoLab looks at the transformation of professional roles in the social sector

26 human resources managers from 14 member organisations and 12 municipalities are looking for solutions to the difficulties in recruiting, retaining and motivating professionals in the social services sector.

The InnoLabs are a quarterly co-creation space for iSocial member entities and other stakeholders, in which we analyse complex challenges in the sector and seek innovative solutions through experimentation environments and real test beds that put the person at the centre and at the same time integrate and activate all the agents of the innovation ecosystem.

The first InnoLab started in May and will run until September, with the aim of finding answers to the difficulties and challenges faced by the social services sector in relation to its workforce. The transformations that professional roles are undergoing in the sector are generating growing problems when it comes to recruiting, hiring, retaining and motivating professionals in the sector, and are expressed in the form of various difficulties such as bureaucratisation, limited timetables, emergencies, political interference, digital training, burn-out, the failure of the care model, the marginal social perception, paternalism, etc.

In this first InnoLab, 26 human resources managers from 14 iSocial member organisations and 12 local councils are taking part in several face-to-face and online work sessions. The InnoLab will culminate in the drafting and publication of a report, which iSocial will present in November, containing recommendations and proposals aimed at the entire social services sector to address the challenges analysed.

The InnoLab will be led and energised by the experts in management and human resources in the social services sector, Lluís Casado and Guy Giménez, regular collaborators of Fundación iSocial.

First steps of the project for the digitisation of the Basic Social Services in Catalonia

DigitaliSSB is led by iSocial, in partnership with the URV, the Grífols Foundation and 19 local councils and county councils.

This is a 3-year project (2023-2025) led by the iSocial Foundation, which has been financed by Next Generation funds from the Department of Social Rights of the Generalitat de Catalunya. On 22 May, a kick-off meeting was held with the 19 participating local councils and county councils.

The project will develop and implement two technological solutions aimed at improving the social intervention of the professional teams of primary care social services of the Local Administrations. The first technological solution, DigitaliSSB-Intervention, will facilitate the improvement of communication and the relationship, both between professionals and between professionals and users of the Basic Areas of Social Services, plus a self-management service for users and a management of group activities. It will also have different modules for sharing data and documents with a biometric signature platform, with data sources from other administrations and with “file management” information systems. It will also have a virtual assistant that will provide answers to requested information and other user-friendly tools (resources map, social aid simulator, personal space) to offer citizens guidance on the services and resources in the territory that can respond to their social needs and, in the case of citizens who are already users of social services, a personal space in which they can have all the information on their social history with the Basic Area of Social Services and manage their relationship with social professionals (appointments, communication with professionals, etc.).

The second solution, DigitaliSSB-QdC, is a solution for decision making, planning and evaluation of social care, in the form of Dashboards for the 18 participating Core Areas, to be used for analysis, decision making, planning and evaluation by the responsible persons. They will be developed and implemented using the Power BI tool and service, one for each of the Basic Areas of Social Services participating in the project. The information obtained will be consolidated on the basis of the people assisted and will be transformed into useful information for analysis and decision-making on the people assisted by the social services, the services provided, the costs of the services and the workload of the different professionals in each of the Basic Areas, among others.

In a first phase, the first 4 Dashboards are expected to be developed for four of the participating Local Administrations, and at the same time the digital application that a specialised company will start to develop from September onwards will be defined in a participatory manner.

The project is promoted by a group formed by the iSocial Foundation, which is leading the project; the Rovira i Virgili University Foundation; the Víctor Grífols y Lucas Foundation and its Chair of Bioethics at the University of Vic; and the technology company Mass Factory linked to the Autonomous University of Barcelona. At the same time, it has the collaboration of Barcelona City Council as a knowledge partner, and the participation of 18 Basic Municipal and County Social Services Areas: Tarragona City Council, Lleida City Council, Girona City Council, Reus City Council, Manresa City Council, Amposta City Council, Calafell City Council, Banyoles City Council, Garrotxa Social Action Consortium, Vallès Oriental Regional Council, Mancomunitat La Plana, La Noguera County Council, Pla d’Urgell County Council, Pallars Jussà County Council, Pallars Sobirà County Council, Alt Penedès County Council, Alt Camp County Council and Ribera d’Ebre County Council.

We are starting a new project to combat unwanted loneliness in the Catalan Pyrenees.

DISS Alt Pirineu-Aran will implement the Basque Tecnoadineko system developed by iSocial member Agintzari in the 6 counties of the Pyrenees.

This is a 3-year project (2023-2025) led by the iSocial Foundation, which has been financed by the Next Generation funds of the Department of Social Rights of the Generalitat de Catalunya, and its objective is the Detection and Early Intervention of Situations of Loneliness (DISS) of the elderly in the 6 counties of the Alt Pirineu-Aran region: Alt Urgell, Cerdanya, Vall d’Aran, Pallars Sobirà, Pallars Jussà and Alta Ribagorça.

The detection and care of situations of loneliness of the elderly is today a concern and a priority objective for the basic social services of the six Pyrenean counties, given that the Alt Pirineu-Aran concentrates the three most over-aged counties in Catalonia, while the other three counties of the vegueria are above the Catalan average. At the same time, Alt Pirineu-Aran is the vegueria with the highest rate of single-person households, almost 1/3 of the total, well above the rest of the vegueries and the average for Catalonia.

The DISS Alt Pirineu-Aran project aims to solve this serious need for social services in the six counties, which to date do not have sufficient resources, adequate tools or a clear methodology to deal with it. And it proposes to solve it by piloting, implementing and evaluating the Basque “Tecnoadineko” system, a technology and community-based system that has proved effective and successful in six mountain municipalities in Guipúzcoa over the last eight years, developed by Agintzari and Gislan with the support of the BBK and the European Union, and which is based on combining a traditional asset of the mountain regions, such as community care, with technological innovation, to place both at the service of the most fragile population.

The project is promoted by a group led by the iSocial Foundation, which also includes the six county councils of Alt Pirineu and Aran (Alt Urgell, Pallars Sobirà, Pallars Jussà, La Cerdanya, Alta Ribagorça and Vall d’Aran), the University of Lleida and three third sector organisations active in these counties: the Alba Jussà Cooperative, the Integra Pirineos Foundation and the ABD Association. The Institute for the Development and Promotion of the Alt Pirineu-Aran (IDAPA), and the two Basque organisations that have developed the Tecnoadineko system: the cooperative group Agintzari, and the technology company Gislan, are also collaborating.

On 6 June, a kick-off meeting was held with the coordinators of social services of the 6 participating County Councils, the organisations Alba Jussà, ABD and Integra Pirineos Foundation, and the chair of social innovation of the University of Lleida.

INTRESS, new member of iSocial

It is a social entity with 2,000 professionals and services in Catalonia, the Balearic Islands and Madrid. It has become the 15th member of iSocial.

This spring the number of member organisations of the iSocial Foundation has increased to 15 thanks to the incorporation of INTRESS, an organisation with more than 35 years of experience, which serves more than 35,000 people and has nearly 2,000 professionals and 195 services in Catalonia, the Balearic Islands and Madrid. It is made up of the Intress Association, the Intress Foundation and the Girasol Association. It works in the fields of childhood and family, gender equality, mental health, the elderly, disability, youth, social and labour inclusion, justice and community work, and guardianship. It also carries out psycho-social and community rehabilitation through radio programmes.

We welcome this new member organisation.

A training and education programme based on new technologies that contributes to reducing gender violence that women suffer in their youth, and specifically in their first sexual relations.

Given the alarming data on gender violence that women suffer from an early age, the Cut All Ties project aims to contribute to raising awareness, preventing and reducing male violence –sexual, physical, emotional or psychological– in the first sexual relationships between young people. The ultimate goal is to bring about changes in social norms and behaviour in the people who make up this group. The project will be carried out between January 2021 and January 2023 and is aimed at students aged between 15 and 17 and teachers from 6 secondary schools in Barcelona, Madrid and Milan, a total of 120 young people and 120 teachers.

The project has been mainly based on data extracted thanks to new technologies, as it has been implemented through the design, implementation and validation of a training programme that has allowed the participants to reflect and learn in order to identify and prevent gender violence in their first affective sexual relationships. Thus, in order to identify the issues and problems most present among this group, as well as the causes, prevalence and consequences of gender violence, 200,000 anonymous data have been collected through a transnational Artificial Intelligence text analysis platform.

Specifically, Citibeats’ algorithm, which analyses unstructured text data, identifies social trends, gender-based violence narratives and common concerns across countries. This information, as well as that extracted from the anonymous Typeform survey, has been key to developing the training programme which, in secondary schools, has emphasized good practices and tools to prevent gender-based violence. These actions have been led by groups of young feminists, close to the students.

Multicultural and multigenerational residential space to combat loneliness and promote social cohesion between generations and cultures. The social housing and integration project provides incentives and areas for residents to interact socially and in company.

The SällBo building, designed by the municipal housing company Helsinborgshem, is intended for people over 70 and under 25. It aims to create a new way of living where the generations can meet within the social life of the center. Beyond that, it is also designed to bring cultures together and promote social cohesion: some of the young people living there are refugees who arrived in the country as unaccompanied minors. The primary objective of the project is none other than to break the involuntary loneliness in which these groups find themselves, especially the elderly and young people who are beginning their process of integration into the host society.

In order to access housing in this building, which is made up of 51 flats for rent, the cost of which is around €400, it is compulsory –and signed by contract– to socialise with other residents for at least two hours each week. Tenants are selected individually through interviews, always prioritising the diversity of profiles and origins.

Mixed social housing blocks of flats where homeless and economically vulnerable people live together, which is beneficial for both groups. It facilitates access to housing more quickly for many people while the community activities carried out in the buildings promote social reintegration and break down the social isolation and stigmatisation of homeless people.

Mixed Living is a form of housing in which 70% of the people who live there are on low incomes and in need of social housing and the remaining 30% are people who are vulnerable, usually homeless people who are beneficiaries of the Housing First programme. Both parties must comply with the previously established conditions of commitment and rules, mainly regarding the care of the environment they share. Participating in this social accompaniment programme is advantageous for people in the first group, reducing their waiting time for access to social housing.

It is also clearly favourable for homeless people —and not only, because the programme is also aimed at people with a lack of social network or psychological problems— for whom the contact and cohabitation with other residents facilitates their social reintegration. In this sense, the shared housing enables proximity between the two groups with common meeting spaces that make it easier for them to have coffee, watch a football match or look after the courtyard. The project is supervised by professionals who visit the block of flats at least once a week and are responsible for assessing and managing the functioning of the cohabitation.

El programa Co-Design neix de diagnosticar un baix compromís de les persones amb discapacitat intel·lectual en la innovació digital, fet que les exclou i augmenta la bretxa digital. Així doncs, funciona de tal manera que les persones amb discapacitat intel·lectual estan implicades en totes les etapes, des de la diagnosi d’un problema fins que el producte final, que té per objectiu solventar-lo, està dissenyat. Així, a banda de proporcionar idees de projectes en un inici, se’ls consulta en totes les fases del procés i influencien les decisions dels dissenyadors.

S’han desenvolupat diverses aplicacions tecnològiques. Destaca l’exemple d’una aplicació mòbil que facilita a les persones amb discapacitat intel·lectual la compra diària d’alimentació. L’aplicació proveeix d’informació sobre el preu dels productes i també mostra imatges sobre la quantitat de diners que cal pagar. Així, els usuaris estan més confiats durant les seves interaccions amb els empleats.

Through urban agro-ecology, the Fénix project in the city of Barcelona promotes the social and occupational inclusion of people undergoing treatment for drug addiction. The therapeutic garden and orchard, developed under the slogan “Cultivating new opportunities”, also contributes to destigmatising the group of people with addictions.

The project is located on the grounds of the Care and Monitoring Centre (CAS) in Sarrià (Barcelona), which has become a climatic refuge within the city. It has a total of 10 hectares and works by applying regenerative cultivation techniques, i.e. the approach to plant production is respectful, ecological and sustainable. The facility enables the personalisation of social insertion itineraries that improve the employability of the participants, who take part in the whole process, from the cultivation and maintenance of the plants to the organisation of the tasks and economic planning, in relation to the promotion and sale of the cultivated products. The participants receive basic training in agroecology and gain experience in social entrepreneurship and marketing of the products. The project also enables participants to be self-sufficient in food and promotes responsible consumption and a sustainable food system.

The project has a community aspect, with the garden being at the same time a space for exchange and use by organisations and people from the district who need to meet or carry out outdoor activities. In addition, the resulting food is destined to social services, so that people with addictions who participate in the Garden and Hort Fènix multiply the social impact they receive by helping other people.

Assessment and support tool to improve the quality of life of people with Autism Spectrum Disorder (ASD) and their families. With an innovative methodology, the aspects that most affect the quality of life of a person are assessed and individualised support plans are designed, adapted to the needs, interests and expectations.

iCalidad is, therefore, a collaborative technological tool that corresponds to a system for assessing the quality of life of people with Autism spectrum disorder (ASD). It was born out of the realisation that the assessment of this disorder is subjective and that the assessment instruments are often not adapted to the reality of the people who suffer from it, as pointed out by the advances in knowledge that show that ASD manifests itself in a very specific way in each case.

It is flexible and works in such a way that the perspective of the person with ASD is integrated into the design of their own plan, as are the families and professionals who know them best. These people constitute the evaluation team and respond individually to a questionnaire formulated by iCalidad. The technological tool systematises and compares, and also generates a quality report that integrates the responses of all the team members. It is the team that is responsible for evaluating it together with the aim of designing –by consensus– a personalised and optimal support plan.

Thus, iCalidad enables people with ASD to participate in making decisions about their lives and to achieve meaningful personal goals. It also enables families and professionals to collaborate and offer appropriate support to the person with the disorder.
