JUS-APP, portable technology solution for municipal social workers

Mobile application for municipal social workers of the Hamburg City Council (Germany) that allows them to automatically perform administrative tasks and access data of the persons served while they are at the person’s home, fulfilling all legal requirements of the municipal administration, including forms and checklists.

The application is connected to the municipal system JUS-IT in real time, which has different functionalities to simplify daily administrative tasks and make your work more attractive. Among others, it includes the automated management of alimony and social benefits, saving time for social workers and making their work more efficient. In addition, it is connected to other specialized procedures, such as police reports, providing fast, networked, results-oriented management.

The application, based on Cúram Software, also allows capturing details of meetings, such as audio or video recording of user interviews or home visits, and automated pre-filling of forms.

Social Work Scotland

National program to facilitate the implementation of the Self-Directed Support intervention model in local social services in Scotland’s municipalities. It aims to bridge the gap between the regulatory framework and the day-to-day practice of Social Services by providing guidance and support to overcome the challenges faced by social professionals in implementing the model..

Self-Directed Support is a model for accompanying people who are served by Social Services, with a focus on support in decision making. The aim is for people to have control and power of choice over the actions or support plans aimed at improving their living conditions, based on their demands and their rights. Within this approach, this Social Work Scotland program aims to ensure that social workers are able to implement the model based on the principles, perspective and values of human rights. The aim is to empower social workers to be autonomous in implementing the model with each person served.

The program has three main lines of action. First, to promote the autonomy of social professionals in the implementation of the model through the definition of standards and training and advisory activities aimed at improving social intervention. Secondly, to provide a community of practice where public professionals and community entities can learn together to find solutions to the challenges posed by the implementation of the Self-Directed Support model. And finally, to energize a collaborative Scottish network of all public and private stakeholders to contribute to the development of the Scottish national Self-Directed Support framework.

Within this national framework, a library of tools, resources and practical examples for practitioners is provided. In addition, the program is working to get personal assistants recognized as members of the social care workforce, and to bring about changes in the Scottish legal framework to facilitate effective implementation of the model.

Simon Community

An innovative multi-institutional counseling and support center for homeless people. It is a space designed to ensure that users feel that their well-being is a priority and to make it easier for them to obtain the accompaniment and support they need.

The key to the center is the participation of more than 20 organizations, all of which offer their services under one roof. This removes many bureaucratic barriers that often hinder access to critical services. In addition, the organizations’ partners are in contact and work more efficiently, offering solutions with multiple viewpoints, even in the most difficult circumstances. Users can access more than 40 supports provided by a wide range of experts, from financial and legal support, to digital, health or wellness advice.

Just walking into the building, the user meets a person instead of a reception desk. The goal is to offer a space of connection and tranquility, giving a welcoming and comfortable feeling to ensure a safe and comfortable place. To achieve this feeling, the space has high quality furniture and finishes. Colors are chosen in a way that is not over the top, but with originality and awareness.

The center hopes to break the mold of the usual service delivery by offering a space that is easily accessible, modern and adapted to the needs of the users.

A virtual assistant for the elderly that is able to detect changes in movements and routines at home to alert in the event of an incident.

The program is aimed at elderly people with cognitive impairment who live alone. It is a pilot project for which 30 people have been selected, with the intention of being extended to other users once the pilot phase is completed.

Through sensors placed on doors, household appliances or corridors, changes in these can be detected. First, an analysis of each person’s routines is carried out to detect anomalies and check the elderly person’s condition. By this way, if a door is opened at dawn, or the front door is not opened all day (indicating that the person has not left the house), it can be detected and the people nearby can be alerted (every time there is a change, a message is sent to the next contact person). The tool has a voice-controlled virtual assistant, a sensor for opening the front door and the refrigerator, and motion sensors that can be placed in different areas of the house.

The assistant also alerts the emergency services in the event of an accident, since it works as a complement to the help button or tele-alarm that users have at home. In addition, users can call for help using only their voice.

The pilot project makes it possible to anticipate cases of risk, avoiding emergency situations thanks to preventive work. It is a tool that helps the elderly to spend more of their lives at home safely.

The algorithm uses the data history of each citizen and an assessment of their functional status by social services professionals according to the ICF index (International Classification of Functioning, Disability and Health). From patterns it identifies people at high risk of having extensive future needs, determines the potential for improvement with appropriate interventions, identifies which individuals and efforts are most likely to provide lasting improvement, and triggers concrete preventive measures to stop or delay the need for home care services.

At the same time, it is a support tool for municipal social professionals, as it helps them to better measure the efforts invested for each situation, to direct key resources where they can be most useful, to reduce time spent on unnecessary administrative tasks, or to reduce stress caused by the risk of making incorrect or too late decisions regarding the intervention or response needed by each person.

Virtual reality application that allows the recreation of different scenarios that are part of a specific activity to approach the situations in which people with autism spectrum disorder (ASD) will find themselves.

Virtea is focused on preparing children with ASD for stressful situations through the recreation of scenarios, which are part of the training that children will have to face different events. Everyday situations such as visiting a doctor, getting a haircut or waiting for the bus can generate a lot of nerves and anxiety. For this reason, virtual reality makes the journey from the waiting room to the doctor’s office, or to the hairdresser’s chair: Virtea makes it possible to work under conditions that in the future will be natural in a completely controlled context.


The recreation has been supervised by specialists, working as realistically as possible, and every detail is recreated, including the sunlight from the window. The recreation tries to be as warm as possible through the lighting, both interior and exterior, to lower the stress levels of the user.


The benefits of this tool are threefold: anticipation, stress reduction and improved quality of life. Firstly, anticipation helps to improve the attitude towards new situations that are out of the usual routine. In these moments of fear or discomfort, Virtea helps to reduce stress and this improves the quality of life of people with ASD and their families. The previous work allows to control anxious situations.

The tool increases the freedom and security of the person with a disability, and the peace of mind of their professional or family members, thanks to better coordination between the user and the support staff, who can follow the activity of the person with a disability with alerts and in real time.

Soy Cappaz has 4 main functionalities: calendar, where I am, my work and I need help. The first one, calendar, allows remembering important appointments and is synchronised with Google Calendar, so that it can be updated by a support person from any device. Secondly, the where I am function is useful for commuting and keeps support people informed of delays or detours. My Jobs has personalised videos on specific tasks (such as how to use the printer at work or how to put the washing machine on) and can be activated by scanning sticker barcodes. Finally, the I need help button allows you to communicate directly with support people in case of an emergency.

It is an easy-to-use tool adapted to the needs of the target group, including tutorials on how to use it. The aim is to reduce the employment gap suffered by people with intellectual disabilities through a practical and simple tool that facilitates their daily and working life.

Crisis Text Line

Suicide prevention hotline which, in addition to offering accompaniment, emotional support and home interventions to thousands of people going through difficult situations, has an algorithm that allows the service’s volunteers to identify which people are at high risk of suicide and therefore need more urgent intervention.

The service works in such a way that the person in crisis sends a message saying “HOME” to the number 741741, and a specialised volunteer responds quickly and in real time. The service goes out of its way to help people in times of distress or crisis by listening to them, reassuring them, and offering suggestions for overcoming their difficulties.

As a service that receives thousands of requests, deciding who to help first in times of floods of messages can be a life-or-death decision. That’s why Crisis Text Line uses an algorithm to identify people at high risk of suicide and to be able to intervene as quickly as possible in these cases.

Using machine learning, the artificial intelligence algorithm analyses the words and emojis that may indicate that a person is at high risk of suicidal ideation or self-harm. The system developed is based on the analysis of 30 million messages that the service has exchanged with users in recent years, and is thus able to position as an emergency those conversations with high-risk patterns that need to be attended to more urgently. As a result, 94% of people at serious and imminent risk of suicide receive an intervention in less than 5 minutes.

In addition, the data collected provides the service with very relevant information about the mental health of the clients. For example, it has concluded that Wednesday is the most anxiety provoking day of the week, and that self-harm crises occur mainly in the early hours of the morning.

Supermarket that combines the distribution of food and other basic necessities to people assisted by the social services who cannot guarantee their right to food through the ordinary food distribution market, with the insertion of people with difficulties in accessing the labour market into the productive fabric of the municipality’s own food sector.

La Botiga operates as a supermarket open to the entire population, which also offers an adapted circuit for people referred by the basic social services of the municipality. It is organised on a self-service and/or assisted sales model, where food, hygiene, cleaning and other goods can be purchased. Users of social services can access by appointment, and before entering the space where they can buy food, they pass through a multipurpose room where group and community dynamics are carried out based on conversations between the people involved in the project. Moreover, with a circular logic, the people who make use of the space are involved in the management of the space, based on the principles of cooperativism and the Social and Solidarity Economy.

On the other hand, at La Botiga, the beneficiaries do not collect batches of food, but, through a system of points, choose the products they need themselves. These points, which are equivalent to the money to make the purchase, are assigned to them through the social services prescription sheet, depending on the situation of each person or family. In this way, La Botiga’s model seeks to overcome the welfare model in the field of food distribution.

La Botiga also uses the traditional supply channels of fruit and vegetables and other local products from the Baix Llobregat Agricultural Park and local businesses. This local economic fabric provides a product of solidarity, and at the same time strengthens the circuits that seek to reduce food waste through the reuse of the surplus generated, which also has an impact on improving the environmental health of the municipality.

In addition to the food guarantee service and projects to work on social skills or job skills, other activities and workshops are also carried out, for example to promote healthy eating habits or to encourage intercultural dialogue between users from different backgrounds.

The One View system analyses the data set related to services for adults, children and homeless people. The analytical model includes data on income, benefits and schools, and obtains a comprehensive overview of citizens and households in the territory in order to identify existing risk situations that may lead to homelessness in the near future.

One View enables this preventive approach by using advanced analytical models to identify people at risk, with the aim of detecting potential problems 6 to 9 months before a crisis. In addition, the service provides long-term monitoring, so that social services can also evaluate the effectiveness of the interventions put in place, and adjust them. The specialised software provides robust information governance and security, with strict protocols that determine access levels.

The service enables the district to achieve three objectives. The first is to improve the quality of life of residents by providing the necessary contact and assistance when needed. Secondly, a prevention of evolving needs with better informed and targeted interventions. In other words, social service professionals in the district have a unique view that allows them to select the most appropriate and effective course of action in each case. Finally, it contributes to the management of the demand for social and housing services, generating savings due to the combination of improved interventions and predictive information to identify at-risk situations.
