Vila Veïna, a new public community care system

A new public care system in the city of Barcelona that aims to achieve a model of social and health care that is smaller and closer to the users.

To achieve this, it structures the service in a set of “Super Islands” of care, which encompass a group of houses and neighborhoods of between 10,000 and 30,000 inhabitants, with a reference point located in an open community space (for example, a library) to manage the needs of service users in an integrated manner. Thanks to this new innovative service model, professionals enjoy greater autonomy in the organization and management of their work, since they know the users more closely and are able to deal more directly and satisfactorily with all of them.

Each Vila Veïna has the essential services and benefits related to care in a centralized manner, in order to be able to deal with them closely. It also has emotional support groups and a resource bank for the care of children and the elderly, which provides material such as crutches, cradles, wheelchairs and other items necessary for the care of children and the elderly. It also offers legal and employment advice for caregivers and families in need, as well as talks and outdoor activities. The aim is to provide caregivers with access to information about existing services, as well as to create communities of care and proximity.

Each Vila Veïna has a professional who dedicates his or her working day to promoting networking, programming activities and attending to citizens in relation to care. The new profile of this professional is essential in innovation and requires a set of skills for community activation, as well as knowledge of municipal administrative systems and other administrations.

The project is aimed at the entire population living in the territory, because it is based on the idea that ‘we all take care of each other’, and the goal is to achieve a more caring community with all the people who are part of it.

In short, it is an innovative model that humanizes services and contemplates the participation of people, both caregivers and those receiving care, who are part of a community network and co-responsible for the collective welfare.

By 2022 there will be 12 Vila Veïna spaces in the city of Barcelona, and the goal is to have 115 throughout the city in the future.

A low-demand temporary residential center for drug addicts who spend the night on the street. It is a pioneering and unique residential resource in Spain, which offers accommodation and coverage of basic needs, as well as a space for professional accompaniment to enable supervised substance use.

It is estimated that 30% of homeless people in the city of Barcelona are drug addicts, a fact that prevents them from accessing the network of shelters and municipal housing for the homeless. In addition, living on the street implies a state of enormous uncertainty and precariousness that hinders any voluntary process of abandoning substance use. Therefore, these people find themselves inside a wheel from which it is very difficult to get out. That is why the ABD Social Hotel does not require abstinence from addictions to enter the center, but offers individualized monitoring of each drug-dependent person without imposing any commitment or specific starting point.

The Social Hotel, which at the beginning of 2022 ABD has been moved to a hotel located in the Horta-Guinardó neighborhood of Barcelona that had been closed due to the drop in tourism caused by Covid-19, has a capacity for 50 people and has single rooms, a dining room and multipurpose rooms, among which there is a room open for those residents who need to consume. In the room there are nurses, psychologists and sometimes a doctor, as well as the necessary material to do so with maximum hygienic guarantees. It is, therefore, an environment in which professionals and users establish relationships of trust that facilitate recovery and personalized follow-up.

Another of the innovative aspects of this new Social Hotel in comparison with other resources is that the shelter works with a gender perspective, since 50% of the places are reserved for women and it has non-mixed spaces and groups to work on gender violence. It also has spaces for people with reduced mobility and places for victims of gender violence.

In short, it is a project that works for the social inclusion of people who are doubly socially excluded: homeless and drug addicts.

The Social Hotel opened during the pandemic, in 2020, in a provisional facility, and since 2022 it has a permanent building in a former hotel. After a year and a half in operation and with 200 residents already having passed through, the professionals of the Social Hotel have been able to note a substantial improvement in the emotional state and health of the residents, some of whom have made a satisfactory transition to other, more autonomous accommodations.

An application that allows people with speech impairments to use intelligent voice assistants. Voicett is an accessibility application for people with speech disabilities or speech impairments that learns the particularities of the atypical speech of these people and translates it into the voice assistants on the market, so that they can use them for their conversations and daily routines like other citizens.

The app analyses the voice data, cadence, breathing, pauses, etc. of each person and, by means of automatic learning, learns and models the speech patterns to understand what they are saying. In addition, a team of experts continuously analyses speech samples to calibrate and refine the algorithm to achieve accurate interpretation for an increasingly wide range of speech forms.

The time Voiceitt takes to train varies from person to person. In general, it takes only a few minutes to make a sentence available for use, while in other cases it needs to have several recordings of the person’s voice.

As for languages, since Voiceitt learns each person’s unique speech patterns, it can accommodate phrases in any language. Currently, the application interface (including instructions, settings page, error messages, etc.) is available in English, Spanish, Portuguese, Italian and Hebrew, while the application’s pre-written phrases are all in English. Individuals can create customized phrases and scenarios in the language of their choice.

This service promotes the good treatment of elderly people in a situation of fragility and advises professionals who act in situations of abuse.

The SEAP (Specialised Service for the Care of People) bases its task on three lines of work. The first is prevention, through advice and training for professionals working with elderly people and people in situations of fragility. The second is social awareness-raising, thanks to talks, workshops, events and campaigns to promote collective awareness of the need to defend the good treatment of people. This area also includes specific actions aimed at professionals, citizens, adults, children and adolescents, the elderly and people with functional diversity. Finally, intervention, which is based on the coordination of actions with social services and other municipal services in situations of mistreatment of elderly people or people in situations of fragility.

The objectives of the SEAP are based on improving the quality of life of elderly people and people in situations of fragility, guaranteeing the prevention, detection and care of poor treatment and mistreatment through interdisciplinary work and networking with other services in the territory. It also responds to the real needs of the professionals who care for elderly people and people in situations of fragility when situations of poor treatment and/or mistreatment are detected.

It also aims to adapt the transmission of essential social, legal and medical information to the rest of the professionals in order to design a joint plan, to respond to the real situations of poor treatment and/or mistreatment of people in these groups and to guide and advise each situation individually, coordinating public and private resources to facilitate the necessary care.

A virtual community for the manufacture of technical aids using 3D printing, which allows users to design and build their own aids in collaboration with technologists and socio-health professionals.

In this service, which is unique in France because of its integration within a rehabilitation centre, engineers are dedicated to innovation and the development of technological assistance for people with disabilities. The REHAB-LAB enables users to actively participate in the manufacture of their technical aids, thanks to 3D printing technology.

3D printing offers many advantages over conventional manufacturing techniques used to date in occupational therapy: adaptation, reproduction, aesthetics, weight, distribution, time, cost, accessibility, appropriation, mediation/occupation…

Accessibility is the main interest of 3D printing for users, who can be more involved in the rehabilitation process. Since the design of an object is digital, the possibility of creating one’s own technical aids is no longer due to the physical manipulation of materials but to the accessibility of the computer tool.

In addition, both people with dependency and their support (family, community or professional) can access continuous and personalized training that promotes self-care and enables support persons to carry out a quality social and care task.

On the other hand, within the values of the circular economy, myCarenet promotes dignified and regulated work for people with difficulties in finding work and who, with a correct training itinerary, can find employment stability in the social and healthcare sector.

Big data system for the comprehensive monitoring of cases of gender-based violence that brings together and coordinates the different public institutions in Spain with competencies in the area of gender-based violence. In this way, the system integrates all the information of interest deemed necessary to be able to assess the existing risk and, depending on the danger involved in each case, the monitoring and protection mechanisms best suited to the needs of each victim are activated.

VioGén provides women victims of male violence with a “Personalized Safety Plan”, with self-protection measures. Likewise, preventive work is carried out by issuing “Automated Notifications” when an incident is detected that could endanger the integrity of the victim.

The aim of all this is to establish a network that allows for better monitoring and protection of the victims, in a rapid, comprehensive and effective manner, whether they are battered women or minors who depend on them.

The Barcelona City Council’s Directorate for Ageing and Cures promoted this project with the coordination of the Department for the Promotion of Older People and the Directorate for Social Innovation, to take an interest in the emotional well-being of people aged 70-84 who were not linked to municipal services in the context of the COVID-19 pandemic and to inform them, when necessary, about existing resources that could improve their emotional state and their social isolation and/or loneliness.

Throughout the entire project, between June 2020 and July 2021, 53,382 people aged 70-84 were called automatically via 227,153 automated calls. Of the people called, 5,433 responded that they did want someone representing the City Council to call them personally on the phone. As a result of this, 7,961 personal calls were made, in which a telephone conversation was held with 4,714 people, filling out a form of 16 diagnostic questions (about loneliness or social isolation, sadness, anxiety, worries, information needs, etc.) to 4,360 people.

Verbio, a conversational technology company, using artificial intelligence and natural language processing, made the automated phone calls. Fundación Avismón, with expertise and sensitivity in the care and support of elderly people, was in charge of making the personal phone calls and providing information and guidance. And the Fundación Salud y Persona attended to 168 people expressing emotional distress, with professional psychologists by telephone (approximately 3 calls per person referred).

A digital platform based on co-creation between users, family members, healthcare professionals, the social sector and the educational environment, and the general public, which aims to inform, accompany, empower and raise awareness of mental health.

The portal incorporates up-to-date content in the field of mental health and will progressively expand the diversity of formats. The aim is to create an intelligent platform that offers content adapted to the preferences of the individual and generates an optimal user experience. In addition, users are the main prescribers of the platform, making it a reliable and secure source of information for anyone who needs accurate information on the field of mental health.

SOM Salut Mental 360 currently offers digital meetings, expert consultation sessions, witnesses from health professionals, users, family members, educators and associations, as well as informative and monographic articles, among others. All the information on the platform is reviewed by a multidisciplinary scientific committee to guarantee the veracity of the information.

The project also offers thematic portals where you can find all the information on a topic or pathology. The first three are focused on eating disorders (ED), autism spectrum disorders (ASD) and depressive disorders.
