A fast and efficient tool that informs the French population about the social assistance they are entitled to receive. Powered by several public and private actors and with an individualized online service, the simulator estimates to users the assistance benefits that are due to each of them.


The Simulateur Aides Sociale was born out of the realization that a large part of French citizens are unaware of the many social systems and benefits –both national and local– to which they are entitled and from which they can benefit. In France, billions of euros of social assistance do not find beneficiaries, either due to lack of awareness, demand or receipt, resulting in the loss of considerable income per household. The simulator, launched by the French government and in partnership with various associations and companies in the technology sector, aims to combat the high rate of non-appeals for social assistance by informing and guiding among the many existing aids.

It is a free tool that enhances the rights to social assistance of each person with a very simple and effective operation. With guaranteed anonymity and confidentiality of information, each user is asked to answer a few questions about family and professional life. Then, in a few minutes, the simulator classifies more than 1,000 social systems and lists the benefits available to each person according to their personal situation. Once the user is aware of the benefits, the relevant claims can be made and the financial aid can be received.

The benefits available in the simulator are grouped according to their function (health, housing, transport, professional integration, family, etc.) and are both national and departmental, depending on the place of residence entered by the user. However, it should be borne in mind that the result obtained from the simulation is indicative and does not guarantee that the user will end up receiving the aid, as only the organization empowered to grant it can decide whether the user is actually eligible.

Programme to support, promote and boost Afro-entrepreneurship with an exclusive and innovative methodology. With the aim of strengthening the Afro-Brazilian market, Afrolab offers technical and creative training to entrepreneurs. It does so with a special focus on inventiveness and self-knowledge, being a space for growth, learning and personal and professional transformation.


Afrolab is thus a business expansion programme that acts as a talent accelerator and incubator for black, indigenous and Kilombola entrepreneurs. It is the result of the realisation that, despite the fact that Brazil has the largest black population in the world outside the African continent, black consumers are still considered a niche market and entrepreneurs are under-represented. The figures highlight the difficulties faced by Afro-Brazilians when it comes to entrepreneurship, which results in the majority of black entrepreneurs in the country not being registered in the formal economy.

In response to the in-depth analysis of the challenges and specificities of black businesses, Afrolab provides practical tools for business management and is a space for effective creation and production. It consists of workshops that take place within the framework of various festivals organised mainly in Brazil, where several entrepreneurs can participate. The initiative includes self-knowledge activities, creative immersion cycles, apprenticeships, courses and workshops. Thus, it avoids entrepreneurship conceived as a solitary and individualistic process and is committed to forging a community of entrepreneurs, taking into account the unique contribution of each entrepreneur in the process.

The initiative has a systemic perspective: it provides support and training to companies from their conception and origin to the final disposal of the products and services developed. In this way, it aims to help them overcome some of the biggest challenges they face, such as the denial of access to credit, financial literacy and technology. Apart from training courses and exchange and networking sessions, Afrolab opens commercial channels in Brazil and Latin America.

A community project of artistic creation that promotes social and laboral inclusion for women who are vulnerable or at risk of social exclusion. It is a transformative project, based on urban art as an engine of change and social awareness, which builds community and allows the discovery and modification of the environment.

Persianes amb ànima –in English, shutters with a soul– is based on a series of workshops on the restoration, design and painting of shutters taught by professional illustrators and muralists. The project covers the whole process: after an initial theoretical and practical part to introduce participants to the artistic discipline, they carry out a final practice on the shutters of shops in the neighbourhood. Apart from being a collective learning space, one of the objectives of the project is to create safe and comfortable spaces for the participants. In this way, Persianes amb ànims aims for art to be, apart from a distraction, a source of increased security and self-confidence.

During the implementation, an important part of the project is the participatory process that takes place between artists, students and the people in charge of the shops. It is in collaboration with the neighbourhood and the neighbourhood associations that the shutters to be rehabilitated are selected. Once they have been chosen, the task is to jointly decide on the messages that the shutters will communicate, understood and used as a loudspeaker to educate and raise awareness about equality, social inclusion, feminism and sustainability. Also during this process, the stories of the neighbourhood’s small businesses are discovered –which allows neighbourhood ties to be forged– and these stories are then captured in the drawings on the shutters. Thus, Persianes amb ànima highlights the potential of art as a tool for social inclusion and a space for female empowerment, capable of making visible what is not visible.

Able4Work is the digital tool that facilitates the process of finding a job for young people who are often in a situation of social vulnerability. It is designed for young people from disadvantaged backgrounds and aims to offer them support and accompaniment during the complex stages of their job search. In this way, it helps them to redirect their present and future socio-labour situation, facilitating interaction and contact with social workers.

It is an online platform and functional app, available and free to use for both mentors and interested users. It offers support in the process of searching for employment or educational programmes, adapting to the needs of vulnerable young people. Thus, it is mainly aimed at young people between 18 and 35 years old in a situation of social vulnerability -new immigrants, ethnic minorities, economic problems, etc.- and, consequently, at risk of social exclusion. The app also targets mentors and youth workers who implement the socio-occupational and educational insertion programmes digitally and partially remotely, offering support, advice and guidance to vulnerable young people.

Able4Work works in a way that allows young users to easily interact with the social workers and mentors assigned to them –including a chat– and social workers to better follow up and monitor tasks. In addition, the digital tool allows young people to constantly monitor the phases and progress of their pathway –with a calendar showing guidance actions and pending tasks– and to receive notifications about job and educational possibilities. In this way, it increases the autonomy of programme participants and promotes the value of self-responsibility among young people in the job search process.

Finally, the app has gamification elements that make it interactive and engaging, which motivates young people to meet the objectives of their pathways. As a result, the app Able4work reduces the high drop-out rates of Youth Guarantee programmes, improving their efficiency and success.

Alternative resource to institutionalization for people with severe psychosocial disabilities, which offers them social and health support based on the pact and their free will to use the services of the facility.

It is aimed at people who are in a situation of social exclusion and even homelessness, due to mental and behavioral disorders or substance abuse problems, and who have no family or social support or financial resources,

Espai Obert aims to reduce the stigma of these people and overcome the barriers that stand in the way of their social and community inclusion. The intervention methodology is based on low demand and free use.

As a first phase of intervention, the aim is to cover the basic needs of hygiene and food. Therefore, the service is equipped with a kitchen, living and dining room, washing machines, patio and shower and hygiene areas, and the users participate in the routines of the center (preparing meals, laundry, taking care of the garden…). Once this first phase has been achieved, a bond of trust is built, in order to work on the development, skills and well-being of each person, as well as socialization with other people in the space and other resources in the area.

This pioneering intervention model is one of the tools to be deployed in Catalonia in the process of reconversion and transformation of long-stay psychiatric hospitalization with functional recovery and life project units based on the successful experience of the counties of Girona, where in 2004 the long-stay psychiatric hospital in the former Salt Psychiatric Hospital was closed, generating a network of community mental health and addiction services, with alternative resources.

The Access Hub, a multi-institutional support center for homeless people

An innovative multi-institutional counseling and support center for homeless people. It is a space designed to ensure that users feel that their well-being is a priority and to make it easier for them to obtain the accompaniment and support they need.

The key to the center is the participation of more than 20 organizations, all of which offer their services under one roof. This removes many bureaucratic barriers that often hinder access to critical services. In addition, the organizations’ partners are in contact and work more efficiently, offering solutions with multiple viewpoints, even in the most difficult circumstances. Users can access more than 40 supports provided by a wide range of experts, from financial and legal support, to digital, health or wellness advice.

Just walking into the building, the user meets a person instead of a reception desk. The goal is to offer a space of connection and tranquility, giving a welcoming and comfortable feeling to ensure a safe and comfortable place. To achieve this feeling, the space has high quality furniture and finishes. Colors are chosen in a way that is not over the top, but with originality and awareness.

The center hopes to break the mold of the usual service delivery by offering a space that is easily accessible, modern and adapted to the needs of the users.

Supermarket that combines the distribution of food and other basic necessities to people assisted by the social services who cannot guarantee their right to food through the ordinary food distribution market, with the insertion of people with difficulties in accessing the labour market into the productive fabric of the municipality’s own food sector.

La Botiga operates as a supermarket open to the entire population, which also offers an adapted circuit for people referred by the basic social services of the municipality. It is organised on a self-service and/or assisted sales model, where food, hygiene, cleaning and other goods can be purchased. Users of social services can access by appointment, and before entering the space where they can buy food, they pass through a multipurpose room where group and community dynamics are carried out based on conversations between the people involved in the project. Moreover, with a circular logic, the people who make use of the space are involved in the management of the space, based on the principles of cooperativism and the Social and Solidarity Economy.

On the other hand, at La Botiga, the beneficiaries do not collect batches of food, but, through a system of points, choose the products they need themselves. These points, which are equivalent to the money to make the purchase, are assigned to them through the social services prescription sheet, depending on the situation of each person or family. In this way, La Botiga’s model seeks to overcome the welfare model in the field of food distribution.

La Botiga also uses the traditional supply channels of fruit and vegetables and other local products from the Baix Llobregat Agricultural Park and local businesses. This local economic fabric provides a product of solidarity, and at the same time strengthens the circuits that seek to reduce food waste through the reuse of the surplus generated, which also has an impact on improving the environmental health of the municipality.

In addition to the food guarantee service and projects to work on social skills or job skills, other activities and workshops are also carried out, for example to promote healthy eating habits or to encourage intercultural dialogue between users from different backgrounds.

One View

Predictive system that allows social services to anticipate, prevent and reduce homelessness in the territory

The One View system analyses the data set related to services for adults, children and homeless people. The analytical model includes data on income, benefits and schools, and obtains a comprehensive overview of citizens and households in the territory in order to identify existing risk situations that may lead to homelessness in the near future.

One View enables this preventive approach by using advanced analytical models to identify people at risk, with the aim of detecting potential problems 6 to 9 months before a crisis. In addition, the service provides long-term monitoring, so that social services can also evaluate the effectiveness of the interventions put in place, and adjust them. The specialised software provides robust information governance and security, with strict protocols that determine access levels.

The service enables the district to achieve three objectives. The first is to improve the quality of life of residents by providing the necessary contact and assistance when needed. Secondly, a prevention of evolving needs with better informed and targeted interventions. In other words, social service professionals in the district have a unique view that allows them to select the most appropriate and effective course of action in each case. Finally, it contributes to the management of the demand for social and housing services, generating savings due to the combination of improved interventions and predictive information to identify at-risk situations.

Personal data platform for digitally illiterate people, especially the elderly and people from low-income households. It aims to solve their digital exclusion through a digital channel that is close and very easy to use.

It offers users an intelligent and decentralised data storage system, which allows secure control of one’s own data. Cozy brings together several services (storage applications, bank aggregator, password, contact and photo manager) and data, simplifying use with simple and easy-to-use functions: direct links to share a folder or document, password management with automatic generation of strong passwords, automatic online data retrieval with a simple click, alerts and help to monitor the budget, etc.

The user has a USB key with which he can open his Cozy digital home from any computer. The content of this key is systematically synchronised to the user’s digital home. The USB key physically symbolises the possession of their data (and also, for certain groups, the security of not running the risk of losing a photo, a letter, a diploma… the only witnesses of their history), although it will of course be kept in a cloud. The password is really just the simplified access key to your personal space, inaccessible without a password. The browser – Firefox – is installed and configured to the key and therefore the user does not leave any personal data (cookie, browsing history, etc.) on the computer where he/she enters the key to access his/her personal space.

It includes Cozy Cloud, a data storage service in the cloud that preserves privacy and allows automatic import of your own documents, such as invoices, online purchases or bank details (Cozy Collect), access to documentation from any synchronised device (Cozy Drive) and a backup copy of photographs available when you need them (Cozy Photos).

DoppelPlus, engaging low-income households in the fight against climate change

DoppelPlus

Project that helps low-income households become ambassadors of the transition to clean energy and promotes changes in the daily behavior of households in relation to climate change, a group particularly vulnerable to its consequences.

The initiative consists of sending starter kits to low-income families to optimize their daily consumption. In this way, they save money and also contribute to the energy transition. The aim is to reduce energy costs while improving their financial situation and quality of life.

The project is implemented by means of personalized guidance, whereby families receive advice on how to protect the climate, as well as tailored measures such as training programs or teaching the basics of climate protection. The initiative offers multiplier measures for climate protection and increased energy efficiency in areas such as housing, heating, electricity, mobility, consumption and food.

DoppelPlus has also trained 1,000 families in the Tyrol (Austria) to become ambassadors of the clean energy transition, with annual savings of €200 per household. Long-term partnerships have also been forged with energy suppliers, cultural organizations, social housing companies and an extensive communication campaign to raise awareness of energy issues. The project creates a win-win situation for everyone: the environment and the household budget.
